
Game Rules and Requirments
In cases not covered by these tournament rules, FIFA's Laws of the Game and USYSA playing rules will be used. Standards of good sportsmanship will be a major consideration of tournament officials in arriving at disciplinary decisions and resolving fairness issues. Alcoholic beverages are not permitted at field venues. Pets or animals will not be permitted unless allowed by law and only then they must be restrained by leash.
1. Play Format: Each team will play at least 3 games, with championships to be determined whenever possible by playoff games. Where scheduling difficulties require it, championships will be determined by point-scoring or tie-breaking systems. All games will be officiated by USSF Registered Officials. The Referee's report will constitute the official game record.
2. Point Scoring: Teams will be awarded points for games in the preliminary round:

3. Preliminary Tie-Breaking: Preliminary games may end in a tie. In the case of a tie at the end of the Preliminary round, the Tournament Committee will determine final placement using the following criteria in order of priority:
1. Head-to-Head
2. Least goals allowed
3. Most goals scored (maximum of (4) per game)
4. Goal differential, (Total Goals Scored less Total Goals Allowed, maximum of (5) per game)
5. Shut out victories (Not including forfeits)
6. FIFA Penalty shoot-out
4. Wild Card Position: In the case where a wild card position is called for, the second place team or teams with the most points of the age bracket as determined by section 2 of these rules shall be chosen. If there is a tie, then section 3 of these rules shall govern.
5. Game Length and Tie Breakers: Games that start late will have an equal amount of time subtracted from each half. If a team is 10 minutes late or later to scheduled start time, the team will be penalized one goal for each five minutes period beginning after the 10-minute grace period (10 minutes late will result in a 2-0 score at the start of the game, 15 min. = 3 goals, etc.). There will be a five-minute rest period between halves. The clock will not stop for injuries or discipline incidents except in extraordinary circumstances and at the referee's discretion. If the referee feels that the weather is detrimental to the player's health or welfare he has the right to shorten the game.

Semi-Finals and Finals will be settled by shoot-out immediately after the end of a tie game.
6. Substitution Rules.
1. Substitutions may be made, with the consent of the referee, at any stoppage during play.
2. Substituted players will enter and leave play at the mid-field line.
3. The referee has the discretion to require a coach to substitute for a cautioned (yellow card) or injured player. That player may be substituted back in at the next legal substitution.
7. Fouls, Misconduct and Disciplinary Actions: Player fouls and/or misconduct will be handled in accordance with CYSA-S Rules and Regulations.

2. If a player or coach receives two (2) yellow cards in a single game, it will be considered the same as a red card. A player or coach receiving a red card will be suspended for the remainder of that game and the next game. The Tournament Committee may extend the suspension as it deems fit. The player's or coach's card will be delivered to tournament headquarters by the field monitor or other official of the tournament. Before playing again, the team administrator, must come to the tournament headquarters to retrieve their card. Forfeited games DO NOT satisfy the requirement for sitting out a game.
3. Any player or coach receiving two red cards will be removed from the tournament.
4. If, in the opinion of the referee, a game must be terminated due to the misconduct of players, coaches, or spectators, the referee shall apply the appropriate discipline to players and coaches. It shall be the Tournament Committee's responsibility to review the referee's game report and determine the result of the game and/ or if one or both teams are to be disqualified from the competition. If the game is terminated due to outside interference, unauthorized coaches, players or spectators entering the field of play or violent conduct by coaches, players or spectators the offending team or teams will be disqualified from the tournament.
5. If teams are disqualified all games will be considered forfeit(s). Additionally, their home league and state association will be notified accordingly.
6. Any team refusing to complete a game after being told to do so by the referee will forfeit the game and will be reported to their respective home league and state association.
7. Depending upon the circumstances, the Tournament Committee may require teams that forfeit a game to also forfeit all other games played.
8. All interpretations of the rules and other decisions made by referees and the Tournament Committee will be final. NO PROTESTS WILL BE ALLOWED.

9. Weather and Field Problems:

1. In case of inclement weather or dangerous field conditions, games may be shortened or re-scheduled, go to a FIFA penalty shoot-out, or be canceled.
2. It may be necessary to change game times or locations if the assigned fields become unavailable or some similar difficulty arises.
3. If the fields are un-playable due to rain, teams will be refunded less pre-paid expenses made by the tournament.
4. If some of the scheduled games are unable to be played, awards will be made based on a point system to be determined by the Tournament Committee.
